Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Texas Environmental Flows Advisory Group was held on Thursday, July 24, 2008, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 2:03 p.m.  There being a quorum present, the following business was transacted: 

 

-Chairman Averitt offered welcoming comments.

 

-Senator Hegar moved to adopt the proposed map of geographical boundaries put forth by the Texas Water Development Board, the motion passed by a vote of 6 ayes, 0 nays, 3 absent.

 

-Chairman Averitt reviewed a correspondence exchange between himself and the Executive Administrator of the Texas Water Development Board, regarding conflict of interest concerns with appointments related to the environmental flow process.

 

-Senator Hegar offered comments regarding the conflict of interest issue.

 

-A proposed slate of nominees for the Environmental Flows Statewide Science Advisory Committee was read into the record by the clerk.

 

-Representative Laubenberg moved to appoint the proposed slate of candidates, in its entirety, as  the Science Advisory Committee, the motion passed by a vote of 6 ayes, 0 nays, 3 absent.

-A proposed slate of nominees for the Trinity and San Jacinto Basin and Bay Stakeholder Committee was read into the record by the clerk.

 

-Senator Hegar moved to appoint the proposed slate of candidates, in its entirety, as the Trinity and San Jacinto Basin and Bay Stakeholder Committee, the motion passed by a vote of 6 ayes, 0 nays, 3 absent.

 

-A proposed slate of nominees for the Sabine and Neches Basin and Bay Stakeholder Committee was read into the record by the clerk.

 

-Commissioner Shaw moved to appoint the proposed slate of candidates, in its entirety, as the Sabine and Neches Basin and Bay Stakeholder Committee, the motion passed by a vote of 6 ayes, 0 nays, 3 absent.

 

-Senator Averitt offered a proposed standard application form for use in future rounds of appointments and moved its adoption, without objection; the motion passed.

 

-Senator Averitt offered a revised timeline for the advancement of the environmental flows schedule set out in statute and moved its adoption, without objection; the motion passed.

 

There being no further business, Senator Averitt moved that the Committee be adjourned. Without objection, it was so ordered.
