Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Transportation and Homeland Security was held on Monday, April 23, 2007, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:00 a.m. There not being a quorum present, the following business was transacted:
At 8:01 a.m. Senator Watson assumed the chair.
