Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Agriculture, Rural Affairs and Coastal Resources was held on Wednesday, May 9, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:01 a.m.  The following business was transacted:

 

The chair laid out HB 1310 and recognized the Senate sponsor, Senator Hegar, to explain the bill. 

 

Senator Hegar sent up a committee substitute; the chair recognized  Senator Nichols to explain the difference between the committee substitute and the house bill as engrossed.

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Estes moved that HB 1310 be left pending; without objection, it was so ordered. 

 

The chair laid out HB 1457 and recognized the Senate sponsor, Senator Nichols, to explain the bill.

At 8:30 a.m. Senator Estes moved that the committee stand recessed until after adjournment of the Senate; without objection, it was so ordered.

 

At 3:24 p.m. at Senator Estes' desk in the Senate Chamber, pursuant to the suspension of Senate rules 11.10 and 11.18, the chair called the meeting to order.

 

The clerk called the roll.  There being a quorum present, the following business was transacted:

 

Senator Jackson moved adoption of the minutes from the previous hearing held on May 2, 2007; without objection, it was so ordered. 

 

The chair laid out HB 1310.

 

Senator Hegar moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Hegar moved that HB 1310 do not pass but that CSHB 1310 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

The chair laid out HB 1457.

 

 Senator Jackson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Hegar moved that HB 1457 do not pass but that CSHB 1457 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.

 

The chair laid out HB 1719.

 

Senator Hegar moved that HB 1719 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

The chair laid out HB 2769.

 

Senator Jackson moved that HB 2769 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.

 

The chair laid out HB 3765.

 

Senator Hegar moved that HB 3765 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.

 

There being no further business, at 3:29 p.m. Senator Estes moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
