Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Agriculture, Rural Affairs and Coastal Resources was held on Wednesday, April 11, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:01 a.m.  The following business was transacted:

 

The chair laid out SB 1497 and recognized the author, Senator Zaffirini, to explain the bill. 

 

Senator Uresti sent up a committee substitute; the chair recognized Senator Zaffirini to explain the difference between the committee substitute and the senate bill as filed.

 

The clerk called the roll.  A quorum was established at 9:07 a.m.

 

The following member arrived after the roll call: Senator Jackson. 

 

Senator Hegar moved adoption of the minutes from the previous hearing held on April 2, 2007; without objection, it was so ordered.

The chair moved that the public testimony be closed; without objection, it was so ordered.

As a matter of pending business, the chair laid out SB 1124 and recognized the author, Senator Eltife, to explain the bill. 

 

Senator Estes sent up a committee substitute; the chair recognized Senator Eltife to explain the difference between the committee substitute and the senate bill as filed.  Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.

Senator Hinojosa moved that SB 689 do not pass but that CSSB 689 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.

Senator Hinojosa moved that SB 1561 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.

 

As a matter of pending business, the chair laid out SB 1714.

 

Senator Hegar moved that SB 1714 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
