Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Agriculture, Rural Affairs and Coastal Resources was held on Wednesday, March 28, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 9:04 a.m.

 

The chair laid out SB 827 and recognized the author, Senator West, to explain the bill.

 

Senator Jackson sent up a committee substitute; the chair recognized Senator West to explain the difference between the committee substitute and the senate bill as filed. 

 

The following members arrived after the roll was called: 

Senator Glenn Hegar.  A quorum was established at 9:08 a.m.

 

Upon arrival of a quorum,

 

Senator Jackson moved adoption of the minutes from the previous hearing held on March 21, 2007; without objection, it was so ordered. 

 

Senator Jackson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Jackson moved that SB 827 do not pass but that CSSB 827 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. 

 

Senator Estes recommended to the full committee that SB 827 be certified for the local and uncontested calendar.

 

The chair laid out SB 357 and recognized the author, Senator Jackson, to explain the bill. 

 

Senator Hegar sent up a committee substitute; the chair recognized Senator Jackson to explain the difference between the committee substitute and the senate bill as filed.  Senator Hegar moved adoption of the committee substitute; without objection, it was so ordered. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Hegar moved that SB 357 do not pass but that CSSB 357 be reported back to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. 

 

The chair laid out SB 1124 and recognized Senator Hegar, in the absence of the author, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Estes moved that SB 1124 be left pending; without objection, it was so ordered. 

 

Senator Hegar assumed the chair. 

 

The chair laid out SB 1339 and recognized the author, Senator Estes, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Hegar moved that SB 1339 be left pending to await a quorum; without objection, it was so ordered. 

 

Senator Estes resumed the chair. 

 

The chair laid out SB 1128 and recognized the author, Senator Hegar, to explain the bill.

The chair laid out SB 1440 and recognized the author, Senator Hegar, to explain the bill.

Senator Estes moved that SB 1128 be left pending to await a quorum; without objection, it was so ordered.

The Subcommittee on Agriculture, Rural Affairs and Coastal Resources came to order at 10:34 a.m.

Senator Estes recommended to the full committee that SB 1128 be certified for the local and uncontested calendar.

 

Upon arrival of a quorum, Senator Jackson moved that SB 1440 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent.

 

Senator Estes recommended to the full committee that SB 1440 be certified for the local and uncontested calendar.

 

Senator Hegar assumed the chair.       

 

Upon arrival of a quorum, Senator Jackson moved that SB 1339 be reported favorably to the full Senate committee on Natural Resources with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent.

 

Senator Hegar recommended to the full committee that SB 1339 be certified for the local and uncontested calendar.

 

Senator Estes resumed the chair. 

 

There being no further business, Senator Estes moved at 10:40 a.m. that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
