Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Natural Resources was held on Thursday, March 29, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 2:03 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out pending bill SB 214.  A committee substitute had been adopted at a previous hearing.

 

Senator Brimer moved that SB 214 do not pass but that CSSB 214 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 10 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Estes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out pending bill SB 410.

 

Senator Eltife moved that SB 410 do not pass but that CSSB 410 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 10 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Estes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out pending bill SB 529.  A committee substitute had been adopted at a previous hearing.

 

Senator Eltife moved that the vote by which the committee substitute was adopted be reconsidered, without objection; the committee substitute was laid on the table subject to amendment.

 

Senator Brimer sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. 

 

Senator Averitt requested unanimous consent to incorporate amendments into the committee substitute; without objection, it was so ordered.  Senator Seliger then moved that the new committee substitute be adopted; without objection, it was so ordered.  Senator Brimer moved that SB 529 do not pass but that CSSB 529 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 10 ayes, 0 nay, 0 present not voting, and 1 absent.
