Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, March 26, 2007, in the Senate Chamber at Austin, Texas.

The chair called the meeting to order at 9:09 a.m. 

 

At 9:09 a.m. Senator Williams assumed the chair. 

 

Upon arrival of a quorum, Senator Williams requested the roll call.  Senators Duncan, Williams, Carona, Ellis, Jackson, and Lucio, Jr. were all present.

 

The following members arrived after the roll was called: 

Senator Troy Fraser

Senator Chris Harris

 

There being a quorum established at 10:03 a.m., the following business was transacted:

 

The chair laid out SB 1204 and recognized the author, Senator Duncan, to explain the bill. 

Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be left open and the bill be left pending temporarily.

 

The chair moved that the committee stand recessed until  30 minutes after adjournment of the Senate; without objection, it was so ordered.

 

At 4:10 p.m. Senator Duncan reconvened the committee.

 

At 4:11 p.m. Senator Williams assumed the chair. 

 

Testimony resumed on SB 1204.  Senator Duncan moved that SB 1204 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 493 and recognized the author, Senator Duncan, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  Senator Duncan moved that SB 493 be left pending; without objection, it was so ordered.

 

At 5:07 p.m. Senator Duncan resumed the chair. 

 

The chair laid out SB 446 and recognized the author, Senator Hinojosa, to explain the bill. 

 

Senator Williams sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  

 

At 5:25 p.m. Senator Williams assumed the chair. 

 

At 5:37 p.m. Senator Lucio, Jr. assumed the chair. 

 

At 5:45 p.m. Senator Williams resumed the chair. 

 

Senator Williams moved that SB 446 be left pending; without objection, it was so ordered. 

 

At 5:58 p.m. Senator Lucio, Jr. assumed the chair. 

 

The chair laid out SB 1107 and recognized the author, Senator Watson, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. 

The chair moved that the public testimony be closed; without objection, it was so ordered.
