Pursuant to suspension of Senate Rules 11.10 & 11.18, a public hearing of the Senate Committee on Government Organization was held on Tuesday, April 17, 2007, in the Senate Chamber, at Senator Ellis' Desk in Austin, Texas.

The chair called the meeting to order at 1:54 p.m.  The clerk called the roll. There being a quorum present, the following business was transacted: 

 

The chair called up HCR 6.

 

Senator Hegar moved that HCR 6 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair called up HB 385.

 

Senator Hegar moved that HB 385 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair called up SB 903.

 

 

Senator Brimer moved adoption of the committee substitute, which was previously explained; without objection, it was so ordered.  Senator Hegar moved that SB 903 do not pass but that CSSB 903 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Brimer moved that CSSB 903 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair called up HB 374.

 

Senator Brimer sent up a committee substitute; the chair recognized  to explain the difference between the committee substitute and the house bill as engrossed.  Senator Brimer moved adoption of the committee substitute; without objection,  it was so ordered. Senator Brimer moved that HB 374  do not pass but that CSHB 374 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At  1:57 p.m. Senator Hegar assumed the chair.

 

Senator Hegar called up SB 1908.

 

Senator Ellis moved adoption of the committee substitute, which was previously explained; without objection, it was so ordered.  Senator Ellis moved that SB 1908 do not pass but that CSSB 1908 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Ellis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 1:58 p.m. Senator Ellis resumed the  chair.

 

There being no further business, at 1:58 p.m. Senator Ellis moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
