Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Friday, May 18, 2007, at Senator Lucio's desk.

The chair called the meeting to order at 3:42 p.m.  There being a quorum present, the following business was transacted: 

 

At 3:43 p.m. Senator Estes assumed the chair. 

 

The chair laid out HB 3877 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill. 

 

Senator Lucio, Jr. sent up a committee substitute; the chair recognized Senator Lucio, Jr., to explain the difference between the committee substitute and the house bill as engrossed.  Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered. 

 

The chair opened public testimony.  There being no public testimony, the chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Lucio, Jr. moved that HB 3877 do not pass but that CSHB 3877 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 1 present not voting, and 2 absent.

The chair laid out HB 3647 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill.

Senator Lucio, Jr. moved that HB 3647 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion failed by a record vote of 3 ayes, 3 nays, 0 present not voting, and 1 absent.

Senator Seliger moved to reconsider the vote by which HB 3647 was reported to the Senate; without objection, it was so ordered.

Public testimony on HB 3647 was already taken and closed at the earlier International Relations and Trade Committee hearing on May 18, 2007.
