Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Monday, May 14, 2007, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 10:10 a.m.  The following business was transacted: 

 

At 10:11 a.m. Senator Uresti assumed the chair. 

 

The chair laid out HB 2235 and recognized Senator Lucio, Jr., in the absence of the Senate sponsor, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

The chair moved that HB 2235 be left pending; without objection, it was so ordered. 

 

The chair laid out HB 3594 and recognized Senator Lucio, Jr., in the absence of the Senate sponsor, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

 

 

The chair moved that HB 3594 be left pending; without objection, it was so ordered. 

 

The chair laid out HB 3068 and recognized Senator Lucio, Jr., in the absence of the Senate sponsor, to explain the bill.

Senator Lucio, Jr. sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. 

 

Senator Lucio, Jr. requested unanimous consent to roll the amendment into a committee substitute; without objection, it was so ordered.  Senator Lucio, Jr. then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Lucio, Jr. moved that HB 3068 do not pass but that CSHB 3068 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 10:23 a.m. Senator Lucio, Jr. resumed the chair. 

 

The chair laid out HB 2096 and recognized the Senate sponsor, Senator Uresti, to explain the bill. 

 

Senator Uresti sent up a committee substitute; the chair recognized Senator Uresti to explain the difference between the committee substitute and the house bill as engrossed.  Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Uresti moved that HB 2096 do not pass but that CSHB 2096 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.  

 

 

 

Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Estes moved adoption of the minutes from the previous hearing held on May 7, 2007; without objection, it was so ordered. 

 

At 10:28 a.m. Senator Estes assumed the chair. 

 

The chair laid out HB 2796 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Lucio, Jr. moved that HB 2796 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. 

                       

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 10:30 a.m. Senator Lucio, Jr. resumed the chair. 

 

Under other business to come before the committee, the chair moved the appointment of two individuals to replace the members of the Colonia Road Access Bond Advisory Committee, who have since vacated their elected offices.  Chairman Lucio moved that Miguel Teran, El Paso County Commissioner of Precinct 3 and Danny Valdez, Webb County Judge be appointed to the Advisory Committee; without objection it was so ordered.

 

There being no further business, at 10:34 a.m. Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
