Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, March 28, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:29 a.m.  The following business was transacted: 

 

The roll was called, and a quorum was established.

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Duncan to lay out the workgroup recommendations regarding the Office of the Governor, and Trusteed Programs Within the Office of the Governor, including recommendations and riders for Article XI. 

 

 

 

 

 

The chair recognized Senator Duncan to lay out the workgroup recommendations regarding the Teacher Retirement System, Health Related Institutions, and Correctional Managed Health Care, including recommendations for Article XI. 

 

Senator Duncan moved to adopt a technical correction, as suggested by the LBB, to the rider on page 9 regarding the Health and Human Services Commission.  Without objection, it was so ordered.

 

Senator Ogden moved to amend Item 2 on page 3 regarding Correctional Managed Healthcare, by adopting the item.  Without objection, it was so ordered.

 

Senator Duncan moved to adopt the amended workgroup recommendations regarding the Teacher Retirement System, Health Related Institutions, and Correctional Managed Healthcare, including recommendations for Article XI.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator West requested unanimous consent to be shown voting aye on the workgroup recommendations regarding the Teacher Retirement System, Health Related Institutions, and Correctional Managed Healthcare; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the workgroup recommendations regarding  Housing and Community Affairs, and the Lottery Commission, including recommendations for Article XI. 

 

Senator Whitmire moved to adopt the workgroup recommendations regarding Housing and Community Affairs, including recommendations for Article XI.  The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Deuell, Senator Janek, and Senator West requested unanimous consent to be shown voting aye on the workgroup recommendations regarding Housing and Community Affairs; without objection, it was so ordered.

 

Senator Whitmire moved to adopt the workgroup recommendations regarding the Lottery Commission, including recommendations for Article XI.  The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Deuell, Senator Janek, and Senator West requested unanimous consent to be shown voting aye on the workgroup recommendations regarding the Lottery Commission; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the workgroup recommendations regarding riders for Article V and Article XI. 

 

Senator Whitmire moved to adopt the workgroup recommendations regarding riders for Article V and Article XI.  The motion carried with a record vote of 13 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator West requested unanimous consent to be shown voting aye on the workgroup recommendations regarding Article V and Article XI; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the workgroup recommendations regarding riders for Article VII and Article XI. 

 

Senator Whitmire moved to adopt the workgroup recommendations regarding riders for Article VII and Article XI.  The motion carried with a record vote of 12 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered. 

 

Senator Ogden resumed the chair.

 

There being no further business, at 10:41 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 29, 2007.  Without objection, it was so ordered.
