Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Tuesday, March 27, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:10 a.m.  The following business was transacted: 

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Averitt to lay out the workgroup recommendations regarding the Building and Procurement Commission. 

 

The roll was called, and a quorum was established.

 

The chair recognized Senator Averitt to lay out the workgroup recommendations regarding riders for Article I and Article XI. 

 

The chair recognized Senator Averitt to lay out the workgroup recommendations regarding the Parks and Wildlife Department, including riders for Article VI and Article XI. 

 

Senator Zaffirini moved to adopt a technical correction to the rider on page 11 regarding the Parks and Wildlife Department.  Without objection, it was so ordered.

 

Senator Ogden moved to amend Item 2 on page 1, regarding the Parks and Wildlife Department, by moving the Item to Article XI.  Without objection, it was so ordered.

 

The chair recognized Senator Williams to lay out the workgroup recommendations regarding the Texas Youth Commission. 

 

The chair recognized Senator Williams to lay out the workgroup recommendations regarding the Department of Transportation. 

 

Senator West moved to adopt a rider distributed to the Committee members regarding the Building and Procurement Commission.  Without objection, it was so ordered.

 

Senator Averitt moved to adopt the amended workgroup recommendations regarding the Building and Procurement Commission, including recommendations for Article XI.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Eltife, Senator Fraser, and Senator Janek requested unanimous consent to be shown voting aye on the workgroup recommendations regarding the Building and Procurement Commission; without objection, it was so ordered.

 

Senator Averitt moved to adopt the amended workgroup recommendations regarding the Parks and Wildlife Department, including riders regarding Article VI and Article XI.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Eltife, Senator Fraser, and Senator Janek requested unanimous consent to be shown voting aye on the workgroup recommendations regarding the Parks and Wildlife Department; without objection, it was so ordered.

 

Senator Averitt moved to adopt the workgroup recommendations regarding riders for Article I and Article XI.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Fraser and Senator Janek requested unanimous consent to be shown voting aye on the workgroup recommendations regarding Article I and Article XI; without objection, it was so ordered.

 

Senator Williams moved to adopt the workgroup recommendations regarding the Texas Youth Commission.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Janek requested unanimous consent to be shown voting aye on the workgroup recommendations regarding the Texas Youth Commission; without objection, it was so ordered.

 

Senator Williams moved to adopt the workgroup recommendations regarding the Department of Transportation, including the companion rider for the Department of Public Safety, and recommendations for Article XI.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered. 

 

There being no further business, at 10:37 a.m. Senator Zaffirini moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
