Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Tuesday, March 20, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m.  The following business was transacted: 

 

The roll was called, and a quorum was established.

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Averitt to lay out the remaining workgroup recommendations for Article I, including recommendations for Article XI.

 

Senator Averitt moved to pend the Building and Procurement Commission; without objection, it was so ordered.

 

Senator Averitt moved to adopt the amended remaining workgroup recommendations for Article I, including recommendations for Article XI, with the exception of pending items.  The motion carried with a record vote of 11 ayes, 0 nay, 0 present not voting, and 4 absent.  Senator Lucio requested unanimous consent to be shown voting aye on the workgroup recommendations for Article I; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the remaining workgroup recommendations for Article V, including recommendations for Article XI.

 

Senator Whitmire moved to adopt the remaining workgroup recommendations for Article V, including recommendations for Article XI, with the exception of pending items.  The motion carried with a record vote of 9 ayes, 0 nay, 1 present not voting, and 5 absent.  Senator Williams requested unanimous consent to be shown voting aye on the workgroup recommendations for Article V; without objection, it was so ordered.  Senator West requested unanimous consent to change his vote in order to be shown voting aye; without objection, it was so ordered.  The motion finally carried with a record vote of 11 ayes, 0 nay, 0 present not voting, and 4 absent.

 

Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered. 

 

Senator Ogden resumed the chair. 

 

There being no further business, at 10:29 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 21, 2007.  Without objection, it was so ordered.
