Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, March 7, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:12 a.m.  The following business was transacted: 

 

Senator Zaffirini assumed the chair. 

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Whitmire to lay out the workgroup recommendations for Article V.

 

The roll was called, and a quorum was established.

 

Senator Whitmire continued to lay out the workgroup recommendations for Article V.

 

Senator Whitmire moved to adopt Item 17 on page 15 of the workgroup recommendations for Article V, relating to the Department of Criminal Justice.  Without objection, it was so ordered.

 

Senator Whitmire moved to adopt the amended workgroup recommendations for Article V, with the exception of pending items.  The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.  Senator Hinojosa and Senator Williams requested unanimous consent to be shown voting aye on the workgroup recommendations for Article V; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the workgroup recommendations for Article VII.

 

Senator Lucio moved to pend rider 4d of the workgroup recommendations for Article VII, relating to the Department of Housing and Community Affairs.  Without objection, it was so ordered.

 

Senator Whitmire moved to adopt the amended workgroup recommendations for Article VII, with the exception of pending items.  The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 4 absent. 

 

Senator Ogden resumed the chair. 

 

Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered. 

 

There being no further business, at 10:45 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 8, 2007.  Without objection, it was so ordered.
