Pursuant to suspension of Senate Rule 11.18, a public hearing of the Standing Senate Higher Education Subcommittee was held on Wednesday, May 9, 2007, at Senator Zaffirini's Desk.

The chair called the meeting to order at 3:19 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 1904 by Senator Van de Putte.

 

Senator Patrick moved that SB 1904 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 1904 was reported favorably. 

 

Senator Patrick moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

The chair laid out HB 3900 by Representative Morrison, sponsored by Senator Shapiro.

 

Senator Patrick sent up a committee substitute for HB 3900 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Patrick to explain the difference between the committee substitute and the House bill as filed.

 

Senator Patrick moved that HB 3900 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for HB 3900 was reported favorably. 

There being no further business, at 3:21 p.m. Senator Patrick moved that the committee stand recessed, subject to the call of the chair.  The motion was adopted by unanimous consent.
