Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Monday, May 7, 2007, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 7:00 a.m.  The following business was transacted: 

 

The chair laid out HB 534 by Representative Smithee and recognized the Senate sponsor, Senator Seliger, to explain the bill.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

HB 534 was left pending to await a quorum.

 

The chair laid out HB 1157 by Representative West and recognized the Senate sponsor, Senator Seliger, to explain the bill. Senator Patrick sent up a committee substitute for HB 1157, and the chair recognized Senator Seliger to explain the difference between the committee substitute and the Senate bill as filed.

The chair laid out HB 868 by Representative Haggerty and recognized the Senate sponsor, Senator Shapleigh, to explain the bill.

Upon the arrival of a quorum, Senator Patrick moved that HB 86 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being         3 ayes and 0 nays, HB 86 was reported favorably. 

 

Senator West moved that HB 534 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,    HB 534 was reported favorably. 

 

Senator Patrick moved that HB 868 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,    HB 868 was reported favorably. 

 

Senator West moved adoption of the committee substitute for HB 1157. The motion was adopted by unanimous consent.

 

Senator West moved that HB 1157 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for HB 1157 was reported favorably. 

 

Senator Patrick moved that HB 1418 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,    HB 1418 was reported favorably. 

 

Senator West moved that HB 3564 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,    HB 3564 was reported favorably. 

 

The chair laid out HB 3900 by Representative Morrison and recognized Senator Patrick to explain the bill sponsored by Senator Shapiro.

HB 3900 was left pending.

 

SB 1902 was withdrawn at the request of the author.

 

There being no further business, at 7:48 a.m. Senator West moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.
