Senate Rule 11.18 was suspended so that a public hearing of the Senate Higher Education Subcommittee could be held on Friday, May 4, 2007, at Senator Zaffirini's Desk

The chair called the meeting to order at 5:43 p.m.  There being a quorum present, the following business was transacted: 

 

Senator Patrick moved that the minutes of the April 30, 2007, hearing be approved. The motion was adopted by unanimous consent.

 

The chair laid out SB 420 by Senator Lucio. Senator West sent up a committee substitute for SB 420 and moved its adoption. The motion was adopted by unanimous consent.

 

Senator West moved that SB 420 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 5 ayes and 0 nays, the committee substitute for SB 420 was reported favorably. 

 

The chair laid out SB 1400 by Senator Lucio. Senator Patrick sent up a committee substitute for SB 1400 and moved its adoption. The motion was adopted by unanimous consent.

 

Senator Patrick moved that SB 1400 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 5 ayes and 0 nays, the committee substitute for SB 1400 was reported favorably. 

 

The chair laid out HB 125 by Representative Delisi, sponsored by Senator Van de Putte.

 

Senator Williams moved that HB 125 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 4 ayes and 0 nays,     HB 125 was reported favorably. 

 

The chair laid out HB 902 by Representative Crownover, sponsored by Senator Estes. Senator Averitt sent up a committee substitute for HB 902 and moved its adoption. The motion was adopted by unanimous consent.

 

Senator Averitt moved that HB 902 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 4 ayes and 0 nays, the committee substitute for HB 902 was reported favorably. 

 

The chair laid out HB 1187 by Representative Morrison, sponsored by Senator Van de Putte.

 

Senator West moved that HB 1187 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 4 ayes and 0 nays,     HB 1187 was reported favorably.

 

At 5:45 p.m. Senator West assumed the chair.

 

The chair laid out HB 741 by Representative King, sponsored by Senator Zaffirini.

 

Senator Zaffirini moved that HB 741 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 4 ayes and 0 nays,     HB 741 was reported favorably. 

 

At 5:46 p.m. Senator Zaffirini resumed the chair.

 

There being no further business, at 5:46 p.m. Senator West moved that the committee stand recessed, subject to the call of the chair.  The motion was adopted by unanimous consent.
