Pursuant to suspension of Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Wednesday, April 4, 2007, in the Capitol Extension, Room E1.012, at Austin, Texas. The 24-hour posting rule was suspended so that the committee could take up and consider the following business.

The chair called the meeting to order at 8:30 a.m.  The following business was transacted:

The chair laid out SB 1007 and recognized Senator Patrick to explain the bill by Senator West. Senator Patrick sent up a committee substitute and an amendment for SB 1007. The chair recognized Senator Patrick to explain the difference between the committee substitute and amendment and the Senate bill as filed.

Upon arrival of a quorum, Senator West moved that the minutes of the April 2, 2007, hearing be approved. The motion was adopted by unanimous consent. 

 

Senator West moved adoption of the committee substitute and amendment for SB 1007. The motion was adopted by unanimous consent. Senator West moved that the amendment be rolled into a new committee substitute and that the committee substitute be adopted. The motion was adopted by unanimous consent.

 

Senator West moved that  SB 1007 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 1007 was reported favorably. 

 

Senator West moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

Senator Patrick moved that SB 201 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 201 was reported favorably. 

 

Senator Patrick moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

Senator West moved that SB 289 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 289 was reported favorably.

The chair laid out SB 211 and recognized Senator West to explain the bill by Senator Fraser.

 

Senator West moved to reconsider the motion by which the committee substitute for SB 211 was adopted. The motion was adopted by unanimous consent.

 

Senator West sent up an amendment for SB 211 and moved its adoption. The motion was adopted by unanimous consent. Senator West moved that the amendment be rolled into a new committee substitute and that the new committee substitute be adopted. The motion was adopted by unanimous consent.

 

Senator West moved that SB 211 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 211 was reported favorably. 

 

There being no further business, at 9:39 a.m. Senator West moved that the committee stand recessed, subject to the call of the chair.  The motion was adopted by unanimous consent.
