Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Monday, April 2, 2007, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 12:14 p.m.  The following business was transacted: 

 

The chair laid out SB 1417 and recognized the author, Senator Hinojosa, to explain the bill. Senator West sent up a committee substitute for SB 1417. The chair recognized Senator Hinojosa to explain the difference between the committee substitute and the Senate bill as filed.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

SB 1417 was left pending to await a quorum.

 

The chair laid out SB 211 and recognized the author, Senator Fraser, to explain the bill.

The chair laid out SB 1418 and recognized the author, Senator Hinojosa, to explain the bill.

The chair laid out SB 1045 and recognized the author, Senator Wentworth, to explain the bill.

Senator West moved that SB 1046 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 1046 was reported favorably. 

 

Senator West moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

At 1:15 p.m. Senator West assumed the chair.

 

The chair laid out SB 1052 and recognized the author, Senator Zaffirini, to explain the bill.

Senator Zaffirini moved that SB 1052 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 1052 was reported favorably. 

 

Senator Zaffirini moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

At 1:19 p.m. Senator Zaffirini resumed the chair.

 

Senator West moved adoption of the committee substitute for SB 1417. The motion was adopted by unanimous consent.

 

Senator West moved that  SB 1417 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 1417 was reported favorably. 

 

Senator West moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

Senator Patrick moved that SB 1418 be reported favorably to the full committee for its recommendation to the Senate that it do pass and be printed. There being 3 ayes and 0 nays,     SB 1418 was reported favorably. 

 

Senator Patrick moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

Senator West sent up an amendment for SB 211 and moved its adoption. The motion was adopted by unanimous consent. Senator West moved that the amendment be rolled into a committee substitute and that the committee substitute be adopted. The motion was adopted by unanimous consent.

 

SB 211 was left pending.

 

Senator West moved that the minutes of the March 26, 2007, and March 27, 2007, hearings be approved. The motion was adopted by unanimous consent. 

 

There being no further business, at 1:23 p.m. Senator West moved that the committee stand recessed, subject to the call of the chair.  The motion was adopted by unanimous consent.
