Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Standing Senate Subcommittee on Higher Education was held on Tuesday, March 27, 2007, at Senator Zaffirni's desk in the Senate Chamber. The 24-hour posting rule was suspended so that the committee could take up and consider the following business.

The chair called the meeting to order at 1:38 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 649 and recognized the author, Senator Shapleigh, to explain the bill.

 

Senator Patrick sent up a committee substitute for SB 649 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Shapleigh to explain the difference between the committee substitute and the Senate bill as filed.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

Senator Patrick moved that SB 649 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 649 was reported favorably. 

 

At 1:42 p.m. Senator West assumed the chair.

 

The chair laid out SB 1232 and recognized the author, Senator Zaffirini, to explain the bill.

 

Senator Zaffirini sent up a committee substitute for SB 1232 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the Senate bill as filed.

 

No witnesses testified or registered for, against, or on the bill. The chair closed public testimony.

 

Senator Zaffirini moved that SB 1232 be reported to the full committee for its recommendation to the Senate that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 3 ayes and 0 nays, the committee substitute for SB 1232 was reported favorably. 

 

Senator Zaffirini moved that the bill be reported to the full committee for its recommendation that the Administrative Committee certify it for placement on the Local and Uncontested Calendar. The motion was adopted by unanimous consent.

 

At 1:45 p.m. Senator Zaffirini resumed the chair.

 

There being no further business, at 1:45 p.m. Senator West moved that the committee stand recessed, subject to the call of the chair.  The motion was adopted by unanimous consent.
