Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, February 20, 2007, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:35 a.m.  The following business was transacted: 

 

At 8:36 a.m. Senator Van de Putte assumed the chair. 

 

Upon arrival of a quorum, the clerk called the roll at 8:37 a.m.

 

The chair laid out SB 4 and recognized the authors, Senator Shapiro and Senator Janek, to explain the bill. 

 

Senator Janek moved adoption of the minutes from the previous hearing held on February 6, 2007; without objection, it was so ordered. 

 

Senator Shapiro sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. 

 

Senator Shapiro sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. 

 

Senator Shapiro sent up Committee Amendment 3 and moved adoption; without objection, the amendment was adopted.

 

At 9:08 a.m. Senator Williams assumed the chair. 

 

Senator Janek sent up Committee Amendment 4; the amendment was left pending to await a quorum.

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

At 10:17 a.m. Senator Shapiro moved that the committee stand recessed until 12:30 p.m.; without objection, it was so ordered. 

 

At 12:30 p.m. the committee reconvened. 

 

At 12:31 p.m. Senator Janek assumed the chair. 

 

At 1:14 p.m. Senator Shapiro assumed the chair. 

 

At 1:16 p.m. Senator Janek resumed the chair. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator West moved that SB 4 be left pending; without objection, it was so ordered. 

 

At 3:34 p.m. Senator Shapiro assumed the chair. 

 

There being no further business, at 3:35 p.m. Senator Shapiro moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
