Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Friday, May 18, 2007, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 9:51 a.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out the recommended list for the May 22, 2007, Local and Uncontested Calendar.  HB 2766 was removed from the list.  Senator Uresti moved that the bills on the recommended list, with the exception of HB 2766, be certified for the May 22, 2007, Local and Uncontested Calendar.  The motion passed with a record vote of 5 ayes, 0 nays, and 2 absent.

 

The chair moved to reconsider the vote by which HB 3609 was reported favorably.  Hearing no objection, the motion was approved. 

 

The chair laid out HB 3609 and recognized Senator Brimer, in the absence of the Senate sponsor, to explain the bill. 

 

Senator Brimer sent up Committee Amendment 1 and Senator Uresti moved adoption; without objection, the amendment was adopted. 

 

Senator Uresti requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered.  Senator Seliger then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Seliger moved that HB 3609 do not pass but that CSHB 3609 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent. 

 

Senator Whitmire moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

 

There being no further business, at 9:59 a.m. Senator Brimer moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
