Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 16, 2007, in E1.714.

The chair called the meeting to order at 12:40 p.m. There being a quorum present, the following business was transacted:
The chair laid out the recommended list for the April 19, 2007, Local and Uncontested Calendar. The following bills were removed from the recommended list: SB 807, SB 1655 and SB 1816. Senator Whitmire moved that the April 19, 2007, Local and Uncontested Calendar be certified; the motion passed with a record vote of 6 ayes, 0 nays and 1 absent.
The chair laid out SB 537 and recognized the author, Senator West, to explain the bill.
Harry Bradley, representing Texas State Cemetery, testified on the bill.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Whitmire moved that SB 537 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
The chair laid out SCR 4 and recognized Senator Seliger, in the absence of the author, to explain the bill.
Gaye Polan, representing State Preservation Board, testified on the bill.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Brimer moved that SCR 4 be left pending; without objection, it was so ordered.
At 1:00 p.m. Senator Whitmire assumed the chair.
The chair laid out SB 1732 and recognized the author, Senator Brimer, to explain the bill.
Senator Seliger sent up a committee substitute; the chair recognized Senator Brimer to explain the difference between the committee substitute and the senate bill as filed. Senator Seliger moved adoption of the committee substitute; without objection, it was so ordered.
Gaye Polan, representing State Preservation Board, testified on the bill.
Senator Seliger moved that SB 1732 do not pass but that CSSB 1732 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
The chair laid out SB 246 and recognized the author, Senator Brimer, to explain the bill.
Gaye Polan, representing State Preservation Board, registered on the bill but did not testify.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Shapiro moved that SB 246 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Shapiro moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 1:07 p.m. Senator Brimer resumed the chair. Senator Brimer reminded the members that metal detectors for the Senate gallery would be in place by the end of this week. The detectors are just for the remainder of the Session and will be manned by DPS and security officers.
There being no further business, at 1:10 p.m. Senator Brimer moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
