Pursuant to a notice posted on February 9, 2007, and to a suspension of all necessary rules and the 5-day posting rule on February 13, 2007, to allow the committee to consider HJR 1 and HB 5, the House Committee on Ways & Means met in a public hearing and was called to order by the chair, Representative Keffer, Jim, at 1:07 p.m.

 

The roll was answered as follows:

 

Present:              Representatives Keffer, Jim; Ritter; Otto; Bonnen; Pena; Pitts (6).

 

Absent:              Representatives Davis, Yvonne; Flores; Paxton (3).

 

A quorum was present.

Presentation by the Texas Comptroller of Public Accounts

 

HJR1, HB5

 

The chair laid out HJR1, HB5.

 

The chair recognized Representative Berman and Representative Naishtat to explain the measures.

 

Testimony was taken.  (See attached witness list.)

 

The chair recognized Representative Berman to close on the measures.

 

Representative Bonnen moved that HJR1, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:

 

Ayes:                             Representatives Keffer, Jim; Ritter; Otto; Bonnen; Davis, Yvonne; Paxton; Pena; Pitts (8).

 

Nays:                             None (0).

 

Present, Not Voting:     None  (0).

 

Absent:                          Representative Flores  (1).

 

Representative Davis, Yvonne moved that HB5, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:

 

Ayes:                             Representatives Keffer, Jim; Ritter; Otto; Bonnen; Davis, Yvonne; Paxton; Pena; Pitts (8).

 

Nays:                             None (0).

 

Present, Not Voting:     None  (0).
