Pursuant to an ANNOUNCEMENT FROM THE HOUSE FLOOR on Thursday, May 17, 2007, (House Journal, Page 4421, Daily Edition), the Committee on Urban Affairs, of the Texas House of Representatives, met in a FORMAL MEETING, and was called to order by the Chairman, the Honorable Kevin Bailey, at 12:12 p.m.

 

 

ROLL CALL

 

The roll was answered as follows:

 

Present:                       Chairman Bailey;

                                     Chairman for Budget & Oversight Menéndez;

                                     Representative Latham;

                                     Representative Mallory Caraway (4).

 

Absent:                        Vice-Chairman Murphy;

                                     Representative Cohen;

                                     Representative Martinez Fischer (3).

 

A quorum was PRESENT.

 

 

SENATE BILL No. 1185--RECALLED FROM SUBCOMMITTEE

 

The Chairman moved to RECALL from the SUBCOMMITTEE ON HOUSING the following bill:

 

SENATE BILL No. 1185--which had been DIRECTLY REFERRED to that SUBCOMMITTEE on May 10, 2007.

 

Without objection, the motion to RECALL the bill PREVAILED.

 

The Chairman then laid SENATE BILL No. 1185 before the full Committee on Urban Affairs.

 

Representative Mallory Caraway offered a complete COMMITTEE SUBSTITUTE to the measure.

 

Without objection, the COMMITTEE SUBSTITUTE was ADOPTED.

 

Representative Mallory Caraway moved that SENATE BILL No. 1185, as SUBSTITUTED, be reported FAVORABLY to the full House of Representatives with the recommendation that it do pass and be printed and be sent to the Committee on LOCAL AND CONSENT Calendars.  The motion PREVAILED by the following Record Vote:

 

Ayes:                              Chairman Bailey;

                                       Chairman for Budget & Oversight Menéndez;

                                       Representative Latham;

                                       Representative Mallory Caraway (4).

 

Nays:                             None (0).

 

Present, Not Voting:     None (0).

SENATE BILL No. 1908--RECALLED FROM SUBCOMMITTEE

 

The Chairman moved to RECALL from the SUBCOMMITTEE ON HOUSING the following bill:

 

SENATE BILL No. 1908--which had been DIRECTLY REFERRED to that SUBCOMMITTEE on May 10, 2007.

 

Without objection, the motion to RECALL the bill PREVAILED.

 

The Chairman then laid SENATE BILL No. 1908 before the full Committee on Urban Affairs.
