Pursuant to a notice posted on March 2, 2007, the Committee on Urban Affairs, of the Texas House of Representatives, met in a Public Hearing and was called to order by the Chairman, Representative Kevin Bailey, at 12:12 p.m.

 

 

ROLL CALL

 

The roll was answered as follows:

Absent:              Chairman for Budget & Oversight Menendez;

A quorum was PRESENT.

 

 

HOUSE BILL No. 1315 and HOUSE BILL No. 1561

 

The Chairman announced that the committee would take NO ACTION upon HOUSE BILL No. 1315 and NO ACTION upon HOUSE BILL No. 1561, both of which are authored by the Chairman himself.

 

 

HOUSE BILL No. 1717

 

The Chairman laid out HOUSE BILL No. 1717.

 

The Chairman recognized Representative McReynolds to explain the measure.

The Chairman recognized Representative McReynolds to close on the measure.

 

Representative Latham moved that HOUSE BILL No. 1717, WITHOUT AMENDMENTS, be reported FAVORABLY to the full House of Representatives with the recommendation that it do pass and be printed and be sent to the Committee on LOCAL AND CONSENT Calendars.  The motion FAILED by the following record vote (not receiving at least a simple majority):

 

Ayes:                             Chairman Bailey;

                                       Vice-Chairman Murphy;

                                       Representative Latham (3).

 

Nays:                             Representative Mallory Caraway (1).

 

Present, Not Voting:     None (0).

 

Absent:                          Chairman for Budget & Oversight Menendez;

                                       Representative Cohen;

                                       Representative Martinez Fischer (3).

 

On motion of Representative Mallory Caraway, and without objection, the vote by which HOUSE BILL No. 1717 failed to be reported favorably to the full House of Representatives was RECONSIDERED.

 

Without objection, the bill then was left PENDING.
