Pursuant to a notice posted on February 9, 2007, the House Committee on Urban Affairs met in a public hearing and was called to order by the Chairman, Representative Bailey, at 1:41 p.m.

 

 

ROLL CALL

 

The roll was answered as follows:

 

Present:              Chairman Bailey; Vice-Chairman Murphy; Chairman for Budget & Oversight Menendez; Cohen; Latham; Mallory Caraway (6).

 

Absent:              Representative Martinez Fischer (1).

 

A quorum was present.

 

 

INTRODUCTIONS

 

The Chairman asked all members of the committee who were present to introduce themselves, which they did.

 

The Chairman then introduced the staff of the committee.

 

 

APPOINTMENT OF SUBCOMMITTEE

 

The Chairman announced the appointment of the Subcommittee on Housing whose members are as follows:

 

Menendez, Chairman;

Mallory Caraway; and

Murphy.

 

 

HOUSE BILL No. 239

 

The Chairman laid out HOUSE BILL No. 239.

 

The Chairman recognized Representative Alonzo to explain the measure.

 

Representative Mallory Caraway offered a complete committee substitute.

 

The committee substitute was adopted without objection.

Testimony was taken.  (See attached witness list.)

 

The Chairman recognized Representative Alonzo to close on the measure.

 

Representative Mallory Caraway moved that HOUSE BILL No. 239, as substituted, be reported favorably to the full House with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
