Pursuant to an announcement from the house floor on March 13, 2007, and permission granted to allow the committee to meet during the reading and referral of bills, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Swinford, at 1:59 p.m.

 

The roll was answered as follows:

 

Present:              Representatives Swinford; Van Arsdale; Christian; Cook, Byron; Flynn; Veasey (6).

 

Absent:              Representatives Paxton; Farrar; Parker (3).

 

A quorum was present.

 

The chair directed that the February 26, 2007, minutes for the House Committee on State Affairs be corrected. The corrected minutes were authorized without objection.

The chair moved to reconsider the vote by which the measure was reported from committee. The motion to reconsider prevailed without objection.

 

The chair laid out HB 374.

 

Representative Swinford offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Christian moved that HB 374, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:
