Pursuant to a notice posted on January 8, 2008, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Puente, at 10:11 a.m.
The roll was answered as follows:
Present: Representatives Puente; Hamilton; Creighton; Hilderbran; Laubenberg; O'Day (6).
Absent: Representatives Gattis; Gallego; Guillen (3).
A quorum was present.

Chairman Puente recognized newly appointed Texas Commission on Environmental Quality Commissioner Bryan W. Shaw to address the committee.
Interim Charge #6. Examine "resign to run" rules for soil and water conservation district members in comparison to groundwater district members.

Interim Charge #1. Monitor ongoing efforts related to joint planning in groundwater management areas, including progress toward setting desired future conditions for aquifers. Examine and evaluate the process relating to an appeal challenging the approval of desired future conditions.
