Pursuant to a notice posted on July 1, 2008, the House Committee on Licensing & Administrative Procedures met in a public hearing and was called to order by the chair, Representative Flores, at 10:20 a.m.

 

The roll was answered as follows:

 

Present:              Representatives Flores; Geren; Goolsby; Jones, Delwin; Thompson (5).

 

Absent:              Representatives Isett, Carl; Hamilton; Miles; Quintanilla (4).

 

A quorum was present.

 

By filing out and signing the witness affirmation forms, the witnesses agreed to testify under oath.

 

Opening remarks from the chair.

 

Interim charge #1: Study ways to support and promote horse and greyhound racing and breeding programs in Texas by increasing revenues. Review the practices of other states with healthy racing industries and identify which practices might be applied in Texas.  Study ways to strengthen and enforce Texas laws to reduce illegal gambling.
