Pursuant to an announcement from the house floor on May 16, 2007, the House Committee on Higher Education met in a formal meeting and was called to order by the chair, Representative Morrison, at 5:40 p.m.

The chair laid out SB 1045 as pending business.
Representative Aycock moved that SB 1045, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion failed by the following record vote:

Nays: Representatives Brown, Fred; Alonzo (2).
Present, Not Voting: Representative Giddings (1).
Absent: Representatives McCall; Howard, Donna (2).

The chair laid out SB 1064 as pending business.

Representative Brown, Fred moved that SB 1064, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:

Representative Brown, Fred offered a complete committee substitute.
The committee substitute was withdrawn without objection.
The bill was left pending without objection.
