Pursuant to an announcement from the house floor on May 16, 2007, the House Committee on Elections met in a formal meeting and was called to order by the chair, Representative Berman, at 5:35 p.m.
The roll was answered as follows:

Absent: Representative Howard, Charlie (1).
A quorum was present.

The chair laid out SB 1646.
The chair offered a complete committee substitute.
The chair explained the measure.
The committee substitute was adopted without objection.
The chair moved that SB 1646, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
Ayes: Representatives Berman; Bohac; England; Anchia; Burnam; Farias (6).
Nays: None (0).
Present, Not Voting: None (0).

The chair laid out SB 1647.
The chair offered a complete committee substitute.
The chair explained the measure.
The committee substitute was adopted without objection.
