Pursuant to a notice posted on February 28, 2007, and pursuant to permission granted to meet during the reading and referral of bills, the House Committee on Border & International Affairs met in a public hearing and was called to order by the chair, Representative King, Tracy, at 7:23 p.m.

 

The roll was answered as follows:

 

Present:              Representatives King, Tracy; Hardcastle; Merritt; Pickett (4).

 

Absent:              Representatives Frost; Castro; Hernandez (3).

 

A quorum was present.

The chair laid out HB 1414.

 

The chair recognized Representative Zerwas to explain the measure.

The chair laid out HB 684 as pending business.

 

Representative Pickett offered a complete committee substitute.

 

The chair recognized Representative Pickett to explain the measure.

 

The chair recognized Representative Pickett to close on the measure.

 

The committee substitute was adopted without objection.

 

Representative Hardcastle moved that HB 684, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
