The bill would add Section 403.024 to the Government Code, relating to a searchable state database containing information on state expenditures.

The bill would require the Comptroller, with the cooperation of other state agencies, to create a database of state expenditures, including contracts and grants, the amount, date, payor, and payee of expenditures, and a listing of state expenditures by object, down to the warrant or check register level and, as appropriate, the class and item levels.

The Comptroller would present the information in a searchable, downloadable, and intuitive manner.

The database would exclude any private, personal, or confidential information.

The Department of Information Resources would have to provide a prominently displayed link to the database on the home page of the "TexasOnline" project.

The bill would require each state agency that maintains a generally accessible Internet site to provide a link to the expenditure database.

The bill would add Section 313.008 to the Tax Code, relating to the Texas Economic Development Act.

The Comptroller would provide a compliance report to the Lieutenant Governor, the Speaker of the House of Representatives, and the other members of the Legislature at the beginning of each regular session.

Senate floor amendment 1 would require the Legislative Budget Board to maintain an internet database of state contract documents for state agency contracts exceeding $50,000.  This would not be a significant cost to the state.

Senate floor amendment 2 would require that revenues received by higher education student health centers should be only for the construction, maintenance, and operation of such student health centers.  This would have not a significant effect upon state finances.

Senate floor amendment 3 modifies state agency policies regarding the impact upon small business from state agency rule changes.  This would not have a significant effect upon state finances.

This bill would take effect October 1, 2007. The Comptroller would have to establish the database no later than October 1, 2007, and the database would apply only to expenditures made on or after the effective date.
