Upon the request of the parent, school districts would be required to posthumously issue a high school diploma to a student who died while enrolled in the 12th grade and was on track to receive a high school diploma and the end of the school year. A school district would not be required to issue a diploma to a student if the student had been convicted at any time prior to death of a felony offense under Titles 5 or 6, Penal Code. The bill's provisions would apply beginning with students who were enrolled in grade 12 during the 2005-2006 school year.
The bill would take effect on September 1, 2007, or immediately upon enactment by the necessary voting majorities.
