HOUSE CONCURRENT RESOLUTION
         WHEREAS, The Texas Police Chiefs Association is approaching
  its 50th anniversary, and this occasion provides a fitting
  opportunity to pay tribute to this esteemed organization and to
  recognize two of its founding members, Chief J. T. Alley of Lubbock
  and Chief Wiley Alexander of Amarillo; and
         WHEREAS, The TPCA was founded in 1958 when five Texas police
  chiefs met in San Antonio to discuss the common problems they faced
  as law enforcement administrators; in addition to Chief Alley and
  Chief Alexander, this group included Chief Warren Dotson of
  Abilene, Chief Carl Hansen of Dallas, and Chief George Bichsel of
  San Antonio; they decided to form the Texas Police Chiefs
  Association and to hold a meeting later that year in Dallas; and
         WHEREAS, That gathering was attended by more than 50 police
  chiefs from across the state, who approved the TPCA bylaws and
  elected Chief Hansen as the association's first president; the
  organization has since dedicated itself to furthering the
  professional practice of law enforcement administration throughout
  Texas; and
         WHEREAS, After the TPCA became affiliated with the Texas
  Municipal League in 1960, its membership increased significantly,
  and in the decade that followed, the organization consolidated its
  support for educational opportunities for police officers; the TPCA
  backed the creation of the Texas Commission on Law Enforcement
  Officers Standards and Education and worked closely with the
  authors of the legislation that created the Bill Blackwood Law
  Enforcement Management Institute of Texas, which is today
  recognized as a national leader in training police administrators;
  and
         WHEREAS, The TPCA now has more than 500 members who come from
  law enforcement agencies of all types, including those that serve
  large and small cities, independent school districts, colleges and
  universities, and special districts; throughout its long history,
  the association has been made up of members who are focused on the
  ideal of serving and protecting the citizens of Texas, and its
  steadfast efforts to enhance the quality of law enforcement
  administration have greatly benefited the safety and welfare of the
  Lone Star State; now, therefore, be it
         RESOLVED, That the 80th Legislature of the State of Texas
  hereby honor the Texas Police Chiefs Association for a half-century
  of distinguished service and acknowledge former TPCA presidents
  J. T. Alley and Wiley Alexander for their roles in the formation of
  the organization; and, be it further
         RESOLVED, That official copies of this resolution be prepared
  for the association, Chief Alley, and Chief Alexander as an
  expression of high regard by the Texas House of Representatives and
  Senate.
