AN ACT
  relating to certain security technology at unmanned teller
  machines.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 59.310, Finance Code, is amended by
  adding Subsection (b-1) to read as follows:
         (b-1)  The rules may provide for a system that enhances
  customer security, taking into account emerging technologies, the
  availability of networks to exchange information, and the potential
  compliance costs for financial institutions and other unmanned
  teller machine service providers.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2007.
