	Amend CSSB 3 by adding the following appropriately numbered 
ARTICLE to the bill and renumbering subsequent ARTICLES 
accordingly:
	ARTICLE ____.  REGULATION OF WATER WELLS BY CERTAIN GROUNDWATER 
CONSERVATION DISTRICTS
	SECTION ____.01.  Section 5, Chapter 453, Acts of the 73rd 
Legislature, Regular Session, 1993, is amended by adding Subsection 
(c) to read as follows:
	(c)  Section 36.121, Water Code, does not apply to the 
district.      
	SECTION ____.02.  Chapter 1075, Acts of the 75th 
Legislature, Regular Session, 1997, is amended by adding Section 5A 
to read as follows:
	Sec. 5A.  APPLICABILITY OF OTHER LAW ON RULEMAKING.  Section 
36.121, Water Code, does not apply to the district.
	SECTION ____.03.  Section 5, Chapter 1291, Acts of the 77th 
Legislature, Regular Session, 2001, is amended by adding Subsection 
(d) to read as follows:
	(d)  Section 36.121, Water Code, does not apply to the 
district.
