Amend CSHB 3 (Senate committee printing) by striking SECTION 
28 and substituting the following:

	SECTION 28.  (a)  Except as provided by Subsection (b) of 
this section, this Act takes effect September 1, 2007.
	(b)  This Act takes effect only if Senate Bill No. 3, Acts of 
the 80th Legislature, Regular Session, 2007, is enacted and becomes 
law.
