            STANDING SENATE SUBCOMMITTEE ON BASE REALIGNMENT AND CLOSURE 
                             Wednesday, April 13, 2005

         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Base Realignment and Closure was held on Wednesday, April 13,  
         2005, in the Betty King Committee Hearing Room, 2E.20, at  
         Austin, Texas.

         Senator Eliot Shapleigh                 Senator Troy Fraser

         The chair called the meeting to order at 3:41 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearing held on March 30, 2005; without objection, it  
         was so ordered.   
          
         The chair laid out SB 1105 and recognized Senator Van de Putte,  
         in the absence of the author, to explain the bill.  Senator  
         Estes sent up a committee substitute; the chair recognized  
         Senator Van de Putte to explain the difference between the  
         committee substitute and the bill as filed.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.   
          
         Senator Estes moved adoption of the committee substitute;  
         without objection, it was so ordered.  Senator Shapleigh moved  
         that SB 1105 do not pass but that CSSB 1105 be reported  
         favorably to the full Veteran Affairs and Military Installations  
         Committee.  The motion carried with a record vote of 2 ayes, 0  
         nay, 0 present not voting, and 1 absent.  Senator Fraser, who  
         was absent, submitted his vote in favor of the committee  
         substitute to SB 1105 in writing and asked that his vote be  
         recorded in the record. 
          
         There being no further business, at 3:56 p.m. Senator Shapleigh  
  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
