         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Thursday, March 31, 2005, in the Senate Chamber at  
         Austin, Texas.

         The chair called the meeting to order at 12:55 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB 51 and recognized the author, Senator  
         Nelson, to explain the bill.  Senator Williams sent up a  
         committee substitute; the chair recognized Senator Nelson to  
         explain the difference between the committee substitute and the  
         bill as filed.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.  The  
         bill was left pending before the committee. 
          
         The chair laid out SB 266 and recognized the author, Senator  
         Williams, to explain the bill.  Senator Williams sent up a  
         committee substitute; the chair recognized Senator Williams to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Williams moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  The chair moved that the public testimony be closed;  
         without objection, it was so ordered.  The bill was left pending  
         before the committee. 
          
         The chair laid out SB 572 and recognized the author, Senator  
         Barrientos, to explain the bill.  Senator Lucio, Jr. sent up  
         Committee Amendment 1.  Witnesses testifying and registering on  
  
         the bill are shown on the attached list.  The chair moved that  
         the public testimony be closed; without objection, it was so  
         ordered.  The bill was left pending before the committee. 
          
         The chair laid out SB 690 and recognized Senator Lucio, Jr., in  
         the absence of the author, to explain the bill.  Senator Lucio,  
         Jr. sent up a committee substitute; the chair recognized Senator  
         Lucio, Jr. to explain the difference between the committee  
         substitute and the bill as filed.  The chair moved that the  
         public testimony be closed; without objection, it was so  
         ordered.  The bill was left pending before the committee. 
          
         Senator Lucio, Jr. assumed the chair.   
          
         The chair laid out SB 742 and recognized the author, Senator  
         Duncan, to explain the bill.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.  The  
         bill was left pending before the committee. 
          
         The chair laid out SB 787 and recognized Senator Duncan, in the  
         absence of the author, to explain the bill.  The chair moved  
         that the public testimony be closed; without objection, it was  
         so ordered.  The bill was left pending before the committee. 
          
         Senator Duncan resumed the chair.   
          
         The committee stood in recess until 2:43 p.m. 
          
         Having been in recess, the committee came back to order. 
          
         The chair laid out SB 890 and recognized the author, Senator  
         Williams, to explain the bill.  Senator Williams sent up a  
         committee substitute; the chair recognized Senator Williams to  
         explain the difference between the committee substitute and the  
         bill as filed.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.  The  
         bill was left pending before the committee. 
          
         The chair laid out SB 1485 and recognized the author, Senator  
         Williams, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, Senator Duncan moved that the  
         Committee stand recessed subject to the call of the chair.
