         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on International  
         Relations & Trade was held on Wednesday, April 13, 2005, in the  
         Senate Chamber at Austin, Texas.

         The chair called the meeting to order at 1:32 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearings held on April 6, 2005, and April 7, 2005;  
         without objection, it was so ordered.   
          
         At 1:33 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 964 and SJR 27, and recognized the author,  
         Senator Lucio, Jr., to explain the bills.   
          
         Senator Lucio, Jr. sent up a committee substitute for SB 964;  
         the chair recognized Senator Lucio, Jr. to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Lucio, Jr. moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bills are shown on the  
         attached list.   
          
         At 2:07 p.m. Senator Eltife assumed the chair.   
          
         The chair moved that the public testimony on SB 964 and SJR 27  
         be closed; without objection, it was so ordered.   
          
         Senator Lucio, Jr. moved that SB 964 and SJR 27 be left pending;  
         without objection, it was so ordered.   
  
         At 2:14 p.m. Senator Lucio, Jr. resumed the chair.   
          
         There was no action taken for the following bill(s): SB 1737 
          
         There being no further business, at 2:14 p.m. Senator Eltife  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
