         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, March 21, 2005, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:04 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB 1, the General Appropriations Bill, which  
         had been left pending at a previous hearing. 
          
         Senator Ogden moved to adopt technical corrections suggested by  
         the LBB; without objection, it was so ordered. 
          
         Senator Ogden sent up a committee substitute to SB 1.  Senator  
         Ogden moved adoption of the committee substitute; without  
         objection, it was so ordered. 
          
         Senator Ogden moved that SB 1 do not pass but that CSSB 1 be  
         reported back to the Senate with the recommendation that it do  
         pass and not be printed.  Senator Zaffirini seconded the motion.  
         The motion carried with a record vote of 12 ayes, 0 nay, 1  
         present not voting, and 2 absent.  Senator Nelson requested  
         unanimous consent to be shown voting aye; without objection, it  
         was so ordered. 
  
         Senator Ogden thanked the Committee members for their hard work  
         throughout the Appropriations Bill process. 
          
         There being no further business, at 9:15 a.m. Senator Ogden  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
