         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Wednesday, March 30, 2005, in the  
         Capitol Extension Auditorium at Austin, Texas.

         The chair called the meeting to order at 9:06 a.m.  The  
         following business was transacted: 
          
         The chair made opening remarks and opened the "Invited  
         Testimony" portion of the hearing. Witnesses registering and  
         testifying on the "Top Ten Percent" law are shown on the  
         attached list. 
          
         There being a quorum present at 9:26 a.m., the clerk called the  
         roll.  
          
         Senator Averitt moved adoption of the minutes from the previous  
         hearings held on March 21, 2005, and March 22, 2005; without  
         objection, it was so ordered.   
          
         At 10:51 a.m. Senator West moved that the committee stand  
         recessed until 30 minutes after adjournment of the Senate;  
         without objection, it was so ordered.   
          
         At 2:55 p.m. the committee reconvened and continued to hear  
         invited testimony. 
          
         At 3:54 p.m. Senator Williams assumed the chair.   
          
         The chair laid out SB 333 and recognized the author, Senator  
  
         West, to explain the bill.  Witnesses testifying and registering  
         on the bill are shown on the attached list.   
          
         At 4:48 p.m. Senator Janek assumed the chair.   
          
         At 5:37 p.m. Senator Staples assumed the chair.   
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Staples moved that SB 333  
         be left pending; without objection, it was so ordered.   
          
         At 5:45 p.m. Senator West resumed the chair.   
          
         At 5:45 p.m. Senator West moved that the committee stand  
         recessed until 5 minutes; without objection, it was so ordered.   
          
         At 5:50 p.m. the committee reconvened.   
          
         The chair laid out SB 320 and recognized the author, Senator  
         Wentworth, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB 320 be  
         left pending; without objection, it was so ordered.   
          
         The chair laid out SB 1546 and recognized the author, Senator  
         Barrientos, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB 1546  
         be left pending; without objection, it was so ordered.   
          
         At 7:23 p.m. Senator Staples assumed the chair.   
          
         The chair laid out SB 936 and recognized the author, Senator  
         West, to explain the bill.  Senator West sent up a committee  
         substitute; the chair recognized Senator West to explain the  
         difference between the committee substitute and the bill as  
         filed.  Witnesses testifying and registering on the bill are  
         shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.   
         Senator Staples moved that SB 936 and the committee substitute  
         be left pending; without objection, it was so ordered.   
          
         At 7:30 p.m. Senator West resumed the chair.   
          
         There being no further business, at 7:30 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
