         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, February 21, 2005, in the  
         Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

         The chair called the meeting to order at 2:20 p.m.  The  
         following business was transacted:   
          
         The chair laid out SB 296 and recognized the author, Senator  
         Madla, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator West moved that SB 296 be  
         left pending to await a quorum; without objection, it was so  
         ordered.   
          
         The chair laid out SB 81 and recognized the author, Senator  
         Shapleigh, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered. Senator West moved that SB 81 be  
         left pending to await a quorum; without objection, it was so  
         ordered.   
          
         There being a quorum present, the clerk called the roll at 2:40  
         p.m.  
          
         Senator Averitt moved adoption of the minutes from the previous  
         hearing held on February 7, 2005; without objection, it was so  
         ordered.   
          
         Upon arrival of a quorum, Senator Zaffirini moved that SB 296 be  
         reported favorably to the full committee with the recommendation  
         that it do pass and be printed.  The motion carried with a  
  
         record vote of 4 ayes, 0 nay, 0 present not voting, and 2  
         absent.   
          
         Upon arrival of a quorum, Senator Janek moved that SB 81 be  
         reported favorably to the full committee with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 4 ayes, 0 nay, 0 present not voting, and 2  
         absent.   
          
         There being no further business, at 2:41 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
