         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Monday, August 1, 2005, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 10:00 a.m.  There being  
         a quorum present, the following business was transacted: 
          
         Senator Shapiro made comments to the Committee regarding SB 8.   
         Members in attendance, who are not on the Committee, made  
         introductions and gave their remarks. 
          
         At 10:28 a.m. Senator West assumed the chair.   
          
         The chair laid out SB 8 and recognized the author, Senator  
         Shapiro, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 12:20 p.m. Senator Ogden assumed the chair.   
          
         At 12:25 p.m. Senator West resumed the chair.   
          
         Senator West made a motion to limit public testimony to three  
         minutes; there being no objection, it was so ordered. 
          
         At 1:20 p.m. Senator Janek assumed the chair.   
          
         At 1:30 p.m. Senator Shapiro resumed the chair.   
          
         At 1:31 p.m. Senator Shapiro moved that the committee stand  
         recessed until 30 minutes after the Senate session; without  
         objection, it was so ordered.   
          
         At 2:25 p.m. the committee reconvened.  Senator West in chair. 
          
         Public testimony on SB 8 resumed. 
          
         At 5:10 p.m. Senator Zaffirini assumed the chair.   
          
         At 5:14 p.m. Senator West resumed the chair.   
          
         At 5:36 p.m. Senator Janek resumed the chair.   
          
         At 5:46 p.m. Senator West resumed the chair.   
          
         At 5:52 p.m. Senator Janek resumed the chair.  
          
         At 6:15 p.m. Senator West resumed the chair.    
          
         At 6:20 p.m. Senator Janek resumed the chair.  
          
         At 6:24 p.m. Senator West resumed the chair.    
          
         At 7:40 p.m. Senator Van de Putte assumed the chair.   
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         Senator Van de Putte moved that SB 8 be left pending; without  
         objection, it was so ordered.   
          
         There being no further business, at 8:04 p.m. Senator Van de  
         Putte moved that the Committee stand recessed subject to the  
         call of the chair.  Without objection, it was so ordered.
