         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Intergovernmental Relations was held on  
         Saturday, May 21, 2005, in the Senate Chamber at Chairman  
         Madla's Desk in Austin, Texas.

         Senator Bob Deuell

         The chair called the meeting to order at 3:00 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out pending business HB 3071.  The chair  
         explained that the Amendments previously sent up would be pulled  
         down and the vote will be on the bill as filed, there was no  
         objection.  Senator Wentworth moved that HB 3071 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a record vote of 4  
         ayes, 0 nay, 0 present not voting, and 1 absent. 
          
         The chair laid out pending business HB 2051.  Senator Wentworth  
         sent up a committee substitute and moved adoption; without  
         objection, it was so ordered.  Senator Wentworth moved that HB  
         2051 do not pass but that CSHB 2051 be reported back to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 3 ayes, 0 nay, 0  
         present not voting, and 2 absent.   
          
         The chair laid out SR 970 and recognized the author, Senator  
         Hinojosa, to explain the bill.  The resolution was withdrawn. 
          
         There being no further business, at 3:05 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
