         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Thursday, May 19, 2005,  
         in the Capitol Extension Auditorium at Austin, Texas. 
         On motion of Senator Madla and by unanimous consent, Senate Rule  
         11.10(a) and Senate Rule 11.18(a) were suspended in order that  
         the Senate Committee on Intergovernmental Relations might meet  
         and consider the following bills today: HB 1648, HB 3164, HB  
         3461, HB 3476, HB 3479, HB 3487, HB 3525, HB 3550, HB 3560.

         The chair called the meeting to order at 1:52 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out HB 812 and recognized the Senate sponsor,  
         Senator Deuell, to explain the bill.  There were no witnesses  
         testifying or registering on this bill.  The chair moved that  
         the public testimony be closed; without objection, it was so  
         ordered.  Senator Madla moved that HB 812 be left pending to  
         await a quorum; without objection, it was so ordered.  Upon  
         arrival of a quorum, Senator Deuell moved that HB 812 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 4 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator  
         Wentworth moved that the bill be recommended for placement on  
         the Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         The chair laid out HB 813 and recognized the Senate sponsor,

         await a quorum; without objection, it was so ordered.  Upon

         committee substitute that was sent up and explained earlier;  
         without objection, it was so ordered.  Senator Deuell moved that  
         HB 3526 do not pass but that CSHB 3526 be reported back to the  
         Senate with the recommendation that it do pass and be printed.

         Calendar; without objection, it was so ordered.

         was adopted.

         Committee Amendment 4 and moved adoption; without objection, the  
         amendment was adopted.  Senator Wentworth sent up Committee  
         Amendment 5 and moved adoption; without objection, the amendment  
         was adopted.  Senator Wentworth sent up and explained Committee  
         Amendment 6 and moved adoption; without objection, the amendment  
         was adopted.   Senator Wentworth moved that HB 2491, as amended,  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 4 ayes, 0 nay, 0 present not voting, and 1 absent.   
          
         Senator Gallegos requested unanimous consent to be shown voting
