         Pursuant to suspension of Senate Rule 11.18, moved by Senator  
         Madla, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Tuesday, April 19, 2005,  
         at the Senate Chamber - Chairman Madla's Desk in Austin, Texas.

         The chair called the meeting to order at 1:24 p.m.  There being  
         a quorum present, the following business was transacted:  
          
         The chair laid pending business SB 1018.  Senator Deuell sent up  
         a committee substitute at the previous hearing on April 14,  
         2005.  Senator Gallegos, Jr. moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
         Gallegos, Jr. moved that SB 1018 do not pass but that CSSB 1018  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator  
         Gallegos, Jr. moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         The chair laid out pending business CSSB 1198.  Senator  
         Gallegos, Jr. moved that SB 1198 do not pass but that CSSB 1198  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator  
         Gallegos, Jr. moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         Senator Wentworth and Senator Deuell asked for unanimous consent  
         to be shown voting aye on CSSB 1018; without objection, it was  
         so ordered. 
  
         The chair laid out pending business CSSB 1199.  Senator Deuell  
         moved that SB 1199 do not pass but that CSSB 1199 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 5 ayes, 0  
         nay, 0 present not voting, and 0 absent.  Senator Deuell moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The chair laid out pending business CSSB 1214.  The chair pulled  
         down the committee substitute that was previously adopted;  
         without objection, it was ordered.  Senator Deuell sent up a new  
         committee substitute; the chair recognized Senator Barrientos to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Deuell moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
         Deuell moved that SB 1214 do not pass but that CSSB 1214 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 5  
         ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Deuell  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The chair laid out pending business SB 1238.  Senator Brimer  
         moved that SB 1238 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Brimer moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         recommendation that it do pass and be printed.  The motion

         recommended for placement on the Local & Uncontested Calendar;

         moved that SB 1596 do not pass but that CSSB 1596 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 5 ayes, 0  
         nay, 0 present not voting, and 0 absent.  Senator Brimer moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
  
         The chair laid out pending business CSSB 1589.  The chair pulled  
         down the committee substitute that was previously adopted;  
         without objection, it was ordered.  Senator Gallegos, Jr. sent  
         up a new committee substitute; the chair recognized Senator  
         Carona to explain the difference between the committee  
         substitute and the bill as filed.  Senator Gallegos, Jr. moved  
         adoption of the committee substitute; without objection, it was  
         so ordered.  Senator Gallegos, Jr. moved that SB 1589 do not  
         pass but that CSSB 1589 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Deuell moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         down the committee substitute and amendment that were previously  
         adopted; without objection, it was so ordered.  Senator  
         Gallegos, Jr. sent up a new committee substitute; the chair  
         recognized Senator Gallegos, Jr. to explain the difference  
         between the committee substitute and the bill as filed.  Senator  
         Gallegos, Jr. moved adoption of the committee substitute;  
         without objection, it was so ordered.  Senator Gallegos, Jr.  
         moved that SB 1850 do not pass but that CSSB 1850 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 5 ayes, 0

         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Brimer assumed the chair.

         up a committee substitute at the previous hearing on April 14,  
         2005.  Senator Madla moved adoption of the committee substitute;  
         without objection, it was so ordered.  Senator Deuell moved that  
         SCR 16 do not pass but that CSSCR 16 be reported back to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 0 absent.  Senator Deuell moved that the  
         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.

         up a committee substitute at the previous hearing on April 14,  
         2005.  Senator Deuell moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator  
         Wentworth moved that SCR 18 do not pass but that CSSCR 18 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 5  
         ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Deuell  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The chair laid out pending business CSSCR 19.  Senator Wentworth  
         moved that SCR 19 do not pass but that CSSCR 19 be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 5 ayes, 0  
         nay, 0 present not voting, and 0 absent.  Senator Wentworth  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Madla resumed the chair.   
          
         Senator Gallegos asked for unanimous consent to be shown voting  
         aye on CSSCR 16, CSSCR 18, and CSSCR 19; without objection, it  
         was so ordered. 
          
         There was no action taken for the following bill(s): HB 259. 
          
         There being no further business, at 1:40 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
