         Pursuant to suspension of Senate Rules 11.10, 11.18, and all  
         other necessary rules, a public hearing of the Senate Committee  
         on Business & Commerce was held on Thursday, July 21, 2005, at  
         Senator Fraser's Desk, Senate Chamber, Austin, Texas.

         The chair called the meeting to order at 10:33 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Chairman Fraser laid out the Committee Rules.  Senator  
         Armbrister moved adoption of the Committee Rules.  Without  
         objection, it was so ordered. 
          
         The chair laid out SB 5 and explained the bill.  Senator  
         Armbrister assumed the chair.  Witnesses registering on the bill  
         are shown on the attached list.  The chair moved that the public  
         testimony be closed; without objection, it was so ordered.   
          
         At 10:37 a.m. Senator Fraser moved that the committee stand at  
         ease.  Without objection, it was so ordered. 
          
         At 10:38 a.m. the committee reconvened.  Senator Fraser moved  
         that SB 5 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 6 ayes, 0 nay, 0 present not  
         voting, and 3 absent.   
          
         Senator Fraser resumed the chair.   
          
         There being no further business, at 10:40 a.m. Chairman Fraser  
         moved that the Committee stand recessed subject to the call of  
  
         the chairman.  Without objection, it was so ordered.
